Beginning October 1st, 2007, major changes took effect in the TRICARE Reserve Select (TRS) program. Those changes include the following:
Payment Structure: The "three tier" structure was eliminated - monthly premium for all enrollees for year one is now $81.00 for member only or $253.00 for member and family
Eligibility: It isn't necessary to be called to active duty
Enrollment Effective Dates: Is now divided into three types - those with any previous TRICARE coverage, those with a qualifying life event (QLE) and first time enrollees
Enrollment Deadlines: Initial enrollment will not be denied if the 60-day window is missed
Initial Payment Rules: Initial payment must be correct within one dollar
Newborn/New Child: 60 days to register in DEERS and submit the TRS request to the TSC (or if mailed - postmarked - within 60 days of the birth/custody of the child)
Lock-out Feature: One year for voluntary disenrollment or for non-payment of premium
Survivor Coverage Changes: Families may still purchase or continue coverage for up to six months beyond the date of the member's death. If the member had Member Only coverage, the family can now purchase TRS coverage for up to six months beyond the member's death - if the application/payment is submitted within 60 days of the member's death. If there's only one survivor, the Member Only rate will apply.
TRICARE Reserve Select (TRS) offers two types of coverage: TRICARE Reserve Select member-only coverage and TRICARE Reserve Select member and family coverage.
Step One is contacting your Reserve Component to verify your eligibility and then completing the new TRS Request Form;
Step Two is the actual purchasing of TRS coverage thorugh your regional managed care support contractor. The new TRS enrollment form (DD Form 2896-1) can be found on the Guard-Reserve TRICARE Reserve Select Portal
You can enroll once your Service agreement for TRICARE Reserve Select is complete and your enrollment is processed by the regional contractor. For additional information or to enroll, contact your local TRICARE Service Center.
The DFAS PIN is the member's Pay Pass Number. This is also the PIN the member uses to log in to My Pay to view their pay slip. IF a member does haapen to get locked out of the portal due to incorrect entries, they will need to contact the DMDC Support Center at 1-800-538-9522 or 1-800-372-7437.
Your Adobe Acrobat Reader has to be version 8.0 or higher in order for the form to be printed out. There is a link on the TRS website for upgrading Adobe Acrobat Reader if the member should have a version lower than 8.0.
To add dependents, the member needs to scroll down and click on the name of the dependents they wish to have covered. Otherwise, the dependents will not print out.
The three TRICARE Regional Contractors administer the program for stateside TRS covered members. The TRICARE South Region Contractor - Humana Military - also provides customer service support to TRS covered members residing outside the fifty United States.
The cost of premium for TRS varies depending on the type of coverage selected - member only or member and family. TMA recommends that you compare the current TRS costs with the plan offered by your employer or with other comparable civilian health plans. The premiums are adjusted on January 1st of each year.
Monthly premium payments are due in advance; billing will be the 10th of each month with payments due the 30th of the month. However, if you pay by electronic fund transfers or automatic Visa/MasterCard payments, those payments will be taken out of those accounts on the 1st business day of the month for that month’s coverage. The first bill generated by the regional contractor will reflect an amount that covers any remaining days of a month if your coverage begins other than the first of the month; all following months will be billed at the full monthly rate.
NOTE: Coverage will be suspended if you get assigned to active duty for more than 30 days and other TRICARE coverage will go into effect (e.g. ADFM, ADSM, TAMP). When other TRICARE coverage stops, TRS coverage resumes if your TRICARE Reserve Select in DEERS eligibility end date is a date in the future.
There are several different FEHBP scenarios that could impact your ability to enroll in TRICARE Reserve Select:
If you are a member of the Selected Reserve and you are eligible for the FEHBP, you cannot enroll in TRS. If you would lose your FEHBP eligibility, you could then enroll in TRS - due to the qualifying life event.
If your spouse is eligible for the FEHBP and you are both enrolled, you cannot enroll in TRS. If your spouse drops you from their coverage, you could then enroll in TRS OR if your spouse loses their FEHBP coverage, you could then enroll your whole family in TRS.
If the Selected Reserve member is covered under the FEHBP but the family isn't, the family cannot enroll in TRS due to the fact that the sponsor is the only person that can purchase TRS coverage.
TRICARE Reserve Select has attributes similar to TRICARE Standard. A significant difference is that monthly premiums are required for TRICARE Reserve Select coverage which do not apply to TRICARE Standard coverage. Per the NDAA 05 legislation, TRS is a premium-based insurance plan in which members have to sign a Service Agreement, enroll, and pay an enrollment premium. The enrollment premiums - for either member only or member and family coverage - differ based upon which of the tiers you qualify for.
Eligible Reserve Component members and their family enrolled in TRICARE Reserve Select may access care from a Military Treatment Facility (MTF) on a space-available basis only. Contact your nearest MTF for further details.
The Reserve Components are responsible for determining and validating a member's qualifications to purchase TRS coverage. Members must meet certain standards to qualify for TRS coverage: first, the member must be a Selected Reserve member of the Ready Reserve; second, the member must not be eligible for the Federal Employee Health Benefits Program (FEHBP) or currently covered under FEHBP. Both standards must be attested to on the new TRS Request Form.
You must be a member of the Selected Reserve at the time of purchase to qualify for TRICARE Reserve Select coverage. Your Reserve Component is responsible for determining and validating your qualifications to purchase TRS coverage and identifying your premium tier. For assistance with TRS qualification and service agreement, members may contact their Service/Reserve Component personnel office.
Humana Military Healthcare Services will process TRS enrollment applications, bill for premiums, collect premium payments, submit premium collection payments to the government and provide customer service support for eligible members in overseas locations. PFPWD benefits (now covered under TRICARE's Extended Care Health Option - ECHO - program) are currently available to active duty family members only. Based on current guidance from TRICARE and your termination of active duty, your child will no longer be eligible for the program benefits under TRICARE Reserve Select.
The TRICARE Prime option is not available under TRICARE Reserve Select. TRS is a unique program separate from TRICARE Prime. Your current TRICARE Prime provider may continue to see you under TRICARE Reserve Select.

The TRICARE South regional contractor, Humana Military Healthcare Services Inc., handles TRS overseas enrollment, billing, claims processing and customer service support for these areas. TRICARE Reserve Select members will also have access to care at a Military Treatment Facility (MTF) on a space available basis.
Yes, TRICARE Reserve Select is a fee for service health plan that you can utilize in any overseas area, with any host nation provider that accepts this insurance.
